Physical Design Technique

During backend-of-line (BEOL) manufacturing, long isolated metal interconnects can accumulate localized static electrical charge during plasma etching. If this metal is connected to the gate of a MOSFET, the charge can exceed the gate oxide's breakdown voltage, permanently destroying the transistor. What is this phenomenon called, and what is the standard physical design technique to fix it?
